Dr. Jaime Cerota was an Umbrella Corporation scientist. When Dr. Jim Knable accidentally spread the T-Virus into the Mission District of San Francisco, Cerota was given executive authority by California's governor to contain the infection. But three zombies breached the quarantine zone, and Cerota was infected by Knable's reanimated corpse, which she then shot. Reporting the containment failure to her superior, Sam Isaacs, she apologized for not being able to do more. She then shot herself in the head, an act which Isaacs witnessed, and which would haunt him for some time.
