Luke was a U.S.S. mercenary. He was an active member during the Raccoon City Outbreak. Luke may have escaped with Rodriguez during the outbreak,his survival are made explicitly clear.
Although not named in the first Outbreak Game, his skin model is named "Luke" in the second game.
