Michael Warren was mayor of Raccoon City from 1987-1998. He moved to the city in 1961 as an engineer and was in charge of the maintenance of the electrical and cable car systems. He had one daughter, who he sent to the local police precinct for safety. She was hunted down and murdered by the Chief of Police. It is stated in the book Resident Evil: City of the Dead that Warren was eaten alive by a zombie.
