Michael Warren was mayor of Raccoon City from 1987-1998. He moved to the city in 1961 as an engineer and was in charge of the maintenance of the electrical and cable car systems. He had one daughter, who he sent to the local police precinct for safety. She was hunted down and murdered by the Chief of Police. Warren fled the city shortly after and placed himself under the protection of the United States government as stated in the Umbrella Archives.
