(Capcom's primary storyline)
The Cleanup & Evacuation Advisory were operations conducted by the Raccoon Police Department. Its purpose was to ensure the safety of Raccoon City's citizens.
Operation Objectives[]
The operations was separated into two main objectives:
- Cleanup: Place barricades and plant explosives on Central Street.
- Evacuation: Instruct citizen evacuation from designated blockade zones.
Operation[]
On paper, there were two separate operations.
Cleanup Operation (Six Officers) & Evacuation Advisory (Two Officers) However, due to unknown reasons, the operations in practice were completely different.
Clean-up only had 3 officers (Harry, Elliot and Eric) as opposite to 6 on paper. On the other hand Evacuation Advisory had 4 Officers (Raymond, Arthur, Aaron and Dorian) as opposite to 2 on paper.
The Evacuation Team were seen predominantly in front of Jack's Bar placing up barricades and instructing citizens via a megaphone. During the chaos, Aaron, Arthur and Dorian managed to escape, Dorian was only seen again in front of the Apple Inn.
On the other hand it is assumed that the Cleanup team was on Main Street the whole time.
Outcome[]
The evacuation went awry in front of Jack's Bar when the zombies overwhelmed the officers and attacked Aaron, Dorian and several other civilians while the police were still setting the barricades up. Raymond would later be killed near a flood bank, saving a few survivors in the process. His last words allowed his death to be avenged. He told the survivors to set fire to a fuel truck which killed his attackers.
The survivors joined with two others civilians (Chuck and Sean) and travelled with Dorian in a SWAT van before another barricade cut their escape short. The survivors went to Main Street over a bridge to where the cleanup operation was taking place.
When they got there, they could see thousands of zombies behind a barricade while Eric was busy constructing the Detonator. He completed it too late to use it as the zombie horde burst through the barricade and overwhelmed him in seconds. Elliott, attempting to save Eric was also attacked and also killed. Harry who was near the bridge when it happened was picking the zombies off with his handgun when the survivors arrived. Re-attaching the detonator's handle with its main unit, they triggered the explosion that left thousands of zombies dead and a line of destruction that put Main Street out of action.
Shortly afterwards, RPD reinforcements arrived on Main Street and outside the Apple Inn (in the Apple Inn's case, the Fire department was also present) consisting of many Police officers and several SWAT vans.

For Clean-up the original Japanese script refers to this event as ' 掃討作戦 ' (sōtō sakusen) - "Cleanup Operation".
As opposed to the English script that refers to this event as "Mop Up Operation"
Both Emergency Orders A and Emergency Orders B states that the operations were planned to start around 7:00PM, and Clean-up was supposed to last 60 minutes (Thus ending at 8:00PM) However, due to a ad-lib from Cindy, it appears that the Clean-up operation was completed a few hours later than planned.
