Some time before 1998, Douglas was involved in an investigation of the Arklay Hospital, which may have involved the discovery of corpses.
On September 24th, shortly after the tyrant virus threat was realized Raymond Douglas was one of several R.P.D. officers responsible for aiding the evacuation of hundreds of civilians during the fall of Raccoon City on September 24th. He was involved with the Helicopter evacuation of the Raccoon Zoo, his role being to notify survivors of the time in which the helicopter would arrive.
He was later seen by survivors outside of J's Bar, armed with a SPAS-12 shotgun, helping Kevin and the other survivors through the alleyways adjacent to J's Bar. After leading the group to the canal banking, he was overwhelmed and killed by the infected.In the Darkside Chronicles a file reveals him to be the Deputy Chief.
