Rodriguez was an Umbrella Corporation employee, a commander in the 2nd U.S.S division.
Little is known about Rodriguez, but the Written Orders indicates that he was stripped of his authority for plotting against the corporation. Executive Tommy Neilson was dispatched to locate him, and set a UBCS unit under Arnold to the task.
During the outbreak that claimed Raccoon City, Rodriguez agreed to transport the scientist Linda, as well as the bio-weapon Nyx, out of the ruined city. Although not explicitly stated, it is implied that the capsule containing Nyx was the experiment whose theft brought the wrath of Umbrella down on Rodriguez.
Just before they were set to leave, Linda realized that she'd left something very important in the laboratory: AT1521, an experimental reagent to supress the growth of the T-Virus. After a brief argument, he allowed her to go, warning that he'd abandon her if the need arose. Depending on the player's actions, Rodriguez may be forced to leave by the announcement of "Mission Code XX," the code name for the sterilization of the city via airstrike. If that is the case, the capsule containing Nyx will fall from the helicopter after an attack by a stinger missile-wielding Neilson. The player will then have to escape by highway, fighting Nyx along the way, and reuniting with Rodriguez after the strike at a rest stop a few miles outside the city.
Rodriguez appears only in the final scenario of Resident Evil: Outbreak File #2 piloting a CH-47 Chinook.
