This facility was set up in the late 1960s by Umbrella Chemical, Inc. in secrecy. Built within the underground ruins of the Ndipaya Kingdom, only high-ranking Umbrella researchers and the remaining Ndipaya knew of its existence.

The centre was built to study a plant species called the "Stairway to the Sun". This flower, when cultivated in the area, naturally produced the Progenitor virus. The installation of a research facility was also due to the flowers not producing Progenitor when taken from their natural habitat.

The facility sent out Progenitor to Umbrella's top research facilities from then on until it was abandoned some time after the Raccoon City Outbreak was halted by Mission Code XX. After it closed down in 1998, most of the researchers who knew of the facility's existence were eliminated by the Umbrella Corporation in an attempt to cover their tracks.

The pharmaceutical enterprise, Tricell, under the guidance of Albert Wesker and Excella Gionne, claimed the abandoned facility and began creating their own, further underground. It was here that they further developed the Progenitor Virus and began work on the Uroboros Project. In 2009, the facility was infiltrated by BSAA agents Chris Redfield and Sheva Alomar. They would discover the intentions of Wesker and Gionne as they ventured through the facility. Inside, they found a large revolving elevator, which was surrounded by thousands of capsules housing the test subjects of the Uroboros Project. Also, they encountered numerous creatures including: Licker β, the U-8, Reapers and firearm wielding Majini. They would eventually rescue Jill Valentine from Wesker's control and exit the facility to board the Tanker. Wesker and Excella were soon defeated, finally leaving the Umbrella Africa Reasearch Facility closed for good.
