Base Vaccine is a key item in Resident Evil 2.
Purpose
It must be used on the vaccine synthesis machine located in the P-4 level experimental room to get the G-Vaccine.[1]
Location
To get the Base Vaccine, the Vaccine Cart must be used on the VAM.
