The Biohazardous Materials Division was an organization within Umbrella which focused on the development of organic components for vaccine synthesis. One of its members, Dr. Robert Heiner, spoke out on behalf of the division after the destruction of Raccoon City, Pennsylvania, insisting that the division produced so much material that it would be unlikely for another biohazard to take place, covering up the real cause.
