The Bioterrorism Security Assessment Alliance (BSAA) is an international counter-terrorism organisation sanctioned by the United Nations. It was formed during the War on Terror as a means of more readily combating the rising use of biological weaponry since the collapse of Umbrella Pharmaceuticals. Originally founded by the Federation of Pharmaceutical Companies as a private paramilitary agency, the UN allowed its continued private funding as late as 2009, understanding that footing the bill on terrorism-affected countries was counterproductive.[1]

The BSAA became the world's leading counter-bioterrorism organization under the auspices of the UN after the disbandment of the Federal Bioterrorism Commission (FBC).

History[]

Early years[]

The BSAA was formed soon after the collapse of Umbrella Pharmaceuticals after it was bankrupted by the Raccoon Trials verdict. The company was a major developer of biological weaponry running against the 1972 Bioweapons Convention and its chief sponsor, the United States turned against it following the 1998 Raccoon City Destruction Incident. In its final years, Umbrella personnel began selling prototype bio-weapons to criminal syndicates and terrorist groups,[3][4] largely from a facility in the Caucasus which was shut down in February 2003.[5] Having been implicated in the manufacture of Umbrella's bio-weapons, the Federation's founding of the BSAA was effectively a PR stunt. Some degree of negotiation was made with the government of the United Kingdom, allowing it to set its global headquarters up there, located outside an airport or airbase for rapid deployment.[1]

The early BSAA had no actual powers and although it started from eleven members with experience in fighting bio-terrorists, it was generally acknowledged as an NGO with observer status and required permission from the host country to assist.[1] Under the leadership of Clive R. O'Brian, the BSAA saw sizable increase from its original eleven-person strength. In 2004, the BSAA participated in the Terragrigia Panic where a radicalized fraternal group, Il Veltro attacked the Mediterranean city with Hunter B.O.W.s. Due to certain constitutional quirks, the defense of the city from bio-terrorism was limited only under the jurisdiction of the United States which established the Federal Bioterrorism Commission as a counter bio-terrorist organisation. With the US unwilling to allow the BSAA anything over than observer status, the BSAA could do nothing to prevent the collapse of the FBC's mission and their abandonment in favor of destroying the city.[6]

In the following year, the BSAA and FBC were caught between conspiracies and counter-conspiracies masterminded by their leaders with moles planted in each group. O'Brian's mole had suspicions that the FBC commissioner, Morgan Lansdale was involved in the attack and became aware about an FBC mission to the Queen Zenobia, a ship used in the Terragrigia Panic by Il Veltro which disappeared after the attack. O'Brian illegally armed a terrorist group active in Finland as a means of distracting the FBC while another team infiltrated the ship. On the following day, the FBC got word about the conspiracy and a team was sent to the UK to arrest the entire organisation for supporting Il Veltro which the Finish terrorist cell pledged loyalty and membership to. The situation was soon-after reversed when footage of Lansdale negotiating the sale of t-Abyss and B.O.W.s to Il Veltro's leader, Jack Norman was transmitted back to HQ from two agents still out in the field.[7] In the aftermath of this event, Lansdale himself was imprisoned and the FBC was disbanded in disgrace. O'Brian himself was forced to resign to save the BSAA.[7]

UN status[]

By late 2005, the BSAA was taken over by the United Nations. Having realized the serious flaw in nations refusing any assistance in countering bio-terrorism, its UN-sanctioned status presented the BSAA with powers to engage with terrorists and detain them in any country around the world[4] and the control of the BSAA was itself divided between regional commands to better suit the logistics required for a worldwide force.[1]

Although all UN member states were required to allow BSAA intervention, member states were given the freedom to offer restrictions on how much that it could do on their soil with roughly 30% of member states opting for restrictions.[1] The United States was one such country and consequently, the BSAA rarely participated directly in counter-terrorism matters there.[4] In the aftermath of the FBC's closure, bio-terrorism interdiction matters in the US were handled by both the Army's 75th Ranger Regiment and the Strategic Command (USSTRATCOM)'s Anti-Umbrella Pursuit and Investigation Team, replaced with the Division of Security Operations in 2011. During the 2005 Harvardville bio-terror attacks, the elements of the Rangers and USSTRATCOM took part in eliminating the biohazard with the BSAA not being requested help though made aware about the situation.[4] Earlier that same year, however, the BSAA took part to a limited degree during the outbreak in St. Cloud, Minnesota.[8]

In mid-2006, the BSAA became aware about the location of Dr. Oswell E. Spencer, Earl Spencer. Dr. Lord Spencer was the CEO of Umbrella Pharmaceuticals and was a party to a global manhunt by the US and Russian authorities since 2003. The BSAA sent Chris Redfield and Jill Valentine in to the Spencer Estate to make the arrest, believing that his interrogation could offer help in the BSAA's own international search for Dr. Albert Wesker, a former Umbrella USA virologist. The two discovered that Dr. Wesker also entered the premises with the intention of interrogating and killing Dr. Lord Spencer and they arrived too late to stop it. In the ensuing fight, Valentine was able to throw herself and Dr. Wesker out of a window and down a cliff. A search was conducted along the coast for the two, but after three months, it was called off and Valentine and Dr. Wesker were declared dead in absentia. Though the BSAA lost one of its "Original Eleven" founders, it continued to expand.

Kijuju deployment (2009)[]

One of the most significant deployments in the BSAA's history was its mission to the Kijuju Autonomous Zone. The region fell victim to a civil war which wrecked the West African country's economy. This depression peaked the interest of Tricell Inc, Africa which was secretly working on illegal bio-weapons research despite its parent company being a major financier of the BSAA. A local agent named Reynard Fisher began reporting his suspicions of Plaga-based bio-weapons activity in the city of Kijuju in early 2009, occurring simultaneously with an upsurge in violence conducted by Kijujuan Islamist dissidents against foreigners. A photograph was taken of an American man engaging in an apparent business transaction with the local soldiers. Further research determined this man to be Ricardo Irving, the director of Tricell's oil field and a suspected bio-weapons black marketeer.[9] The West African Branch found the circumstantial evidence to be insufficient to warrant a major operation, lacking confirmed existence of a Plaga being in Kijuju, an explanation for discrepancies between Fisher's reports on them and the Kennedy Report from 2004 and proof of Irving being involved in bio-weaponry. Taking his report to Redfield whose level 10 security access gave him international presence and authority, the West African Branch was able to secure additional data which was sufficient to begin a major operation.[10]

During preparation, it was discovered that a spy affiliated with Irving had access to the BSAA email server, though the West African HQ continued on with the mission nonetheless. The SOU "Alpha Team" was sent into the city via Gambit to confront Irving during a planned bio-weapons deal at a warehouse, but instead ran into a B.O.W. planted there by Irving and was wiped out, though they succeeded in obtaining data from a Tricell computer server. The SOA "Bravo Team", consisting of Redfield and Sheva Alomar continued on the hunt for Irving to a quarry while the SOU "Delta Team" took over in eliminating the Majini activity in the city. Delta Team was itself eliminated by the Ndesu, a B.O.W. which was to be purchased by one of Irving's customers before the BSAA intervention with the sole survivor being Cpt. Josh Stone who made his way to the marshlands ahead of Bravo Team after the information linked Irving to the oil field near it during his escape from the quarry.

During the night, the West African HQ ordered a withdrawal from Kijuju, having totally underestimated the scale of the Majini uprising. A team was sent in to the marshlands to search for Cpt. Stone, but was wiped out by Ndipaya tribesmen. Bravo Team and Cpt. Stone continued on past the oil fields and successfully killed Irving after he was mutated by a Dominant subspecies Plaga. Receiving new information during his death, they carried on into a cave leading to a massive cavern with Cpt. Stone turning back to contact the BSAA and insist on a reversal of the withdrawal order. Bravo Team soon after discovered Tricell's involvement in bio-weapons within the cavern over a former Umbrella facility. The facility, led by Tricell Inc., Africa's CEO, Excella Gionne was part of an operation to fund research for the Uroboros Project, a doomsday project ultimately led by Dr. Albert Wesker who survived the plunge into the ocean. Funding for this project was procured through the additional development and sale of B.O.W.s, using Irving as the go-between as it was well understood that the BSAA would fail to consider Tricell's involvement if Irving was attached to its oil field industry and not it's pharmaceuticals.

In the third day of the operation, it was discovered that Jill Valentine also survived and became a Tricell agent due to repeated injections with P30, a performance-enhancing drug which was known to render the user open to suggestion. While Bravo Team carried on to chase Dr. Wesker and Gionne to a Tricell cargo ship that the Uroboros Project was to begin from, Valentine was recovered by Cpt. Stone and were rescued by a BSAA helicopter during their counter offensive. On the ship, Gionne was deliberately infected with Uroboros by Dr. Wesker and transformed into a powerful monster which caused significant damage to the ship, risking its sinking. Bravo Team chased Dr. Wesker onto an assault bomber and forced it to crash into a volcano where Dr. Wesker was finally killed and the two agents were picked up by Cpt. Stone's helicopter.

In the aftermath of the incident, Tricell's association with bio-weapons was made public and the company soon after collapsed with Tricell Inc. Africa's headquarters being attacked by terrorists and its staff infected with a t-Virus strain. While Dr. Wesker's death was a powerful hit to the black market, it was soon after replaced with other producers. Redfield himself changed his work as an SOU Captain and took part in the training of new recruits.[11]

Philosophy incident (2010)[]

In mid-2010, the BSAA was alerted to a series of disappearances in Western Australia around Philosophy. BSAA Advisor Dr. Rebecca Chambers, a virologist took part in the investigation by gaining employment as a supply lecturer to spy on the university. Not aware until soon after, the US government's Anti-Umbrella Pursuit and Investigation Team was also investigating the university as they believed that the university hired Dr. Ryan Howard, a former Umbrella USA researcher with their chosen agent being his own son, Tyler. Dr. Howard was employed by the university with the hopes that through illegal experimentation on the students, their intelligence could be rapidly increased with one student, Mary Grey being a successful test subject. Dr. Howard was soon after found to be responsible for the abductions, having taken the students to be experimented on as part of a viral experiment and who became zombies so they could not be returned. Nonetheless, the zombies escaped from containment and began attacking the other students. With the situation becoming hot, the BSAA was ordered in to assist with the squad including Cpt. Redfield and Piers Nivans from the North American branch.[8]

Cobra Mart bioterrorist attack[]

On an unknown date between 2010 and 2012, a bioterrorist cell attacked the Cobra Mart shopping mall located in the United States with numerous t-Virus based B.O.W.s with the intention to cause mass panic and casualties. While cleanup operations were primarily handled by local law enforcement, the BSAA sent a small respose team to assist in the form of Cpt. Redfield and Nivans. Present at the scene was Dr. Doug Wright, a Professor of Microbiology who met Redfield and Nivans and was impressed by their abilities, subsequently becoming a BSAA advisor himself. The incident was successfully contained to the mall and there were very little, if any at all, casualties.[11]

Sein Incident (2011)[]

In 2011, the BSAA's European Branch was alerted to an island-spanning biohazard which took place on Sein Island. The island was a Soviet relic which endured an economic collapse during the Collapse of the Soviet Union and was prayed on by Umbrella employee Dr. Alex Wesker for a decade starting in 2000. The island became the site of inhuman research into t-Phobos, a virus engineered to implant a copy of Dr. Wesker's conscious mind into the brains of successful candidates, but saw the deaths of perhaps thousands during its prototype stages. The BSAA was alerted to the goings-on by Claire Redfield, a TerraSave member and the younger sister of Cpt. Redfield who was abducted on Dr. Wesker's behalf to complete the project. The flow of the information was slow and after six months, the European Branch was finally ready to begin its assault on the island. Ahead of this assault, Consultant Barry Burton landed by boat alone to rescue his daughter Moira Burton. He succeeded and took part in the killing of Dr. Wesker and the rescue of Natalia Korda, a Terragrigian child who was a successful test subject. As the three left the island by helicopter, a large BSAA force landed to destroy the Revenant B.O.W.s that took over.

Far East (2012)[]

In 2012, another bioterrorist attack occurred in an unknown region of the Far East. Cpt. Redfield, Nivans and Merah Biji responded and successfuly eliminated the B.O.W.s present. Redfield and Nivans then accompanied Biji on her way to submit a report of the incident to Doug Wright.[11]

Marhawa School Incident (2012)[]

Around the same time as the Far East Incident, BSAA Advisor Dr. Doug Wright, now a lecturer at Bennett University in Singapore, was contacted in confidence by the Marhawa School, a prestigious boarding school where a child was violently murdered by a fellow pupil who Dr. Wright confirmed to be a zombie. When contact with him was lost, Agents Chris Redfield, Piers Nivans and Merah Biji decided to investigate the site of the infection.

Global Bioterror Attack (2012-2013)[]

In December 2012, the BSAA was deployed to a warzone in Edonia, Eastern Europe where a bio-terrorist attack occurred. What was originally just a regular civil war between the Edonian military and the Edonian Liberation Army became another incident of bioterrorism after the country became a testing ground for the Chrysalid Virus. An unidentified female bioterrorist provided the ELA with syringes of what she described as "performance enhancers", which in reality were samples of the C-Virus, and claimed that they would give them a combative edge. Not knowing any better, the virus was distributed among the rebels and those who injected themselves turned into intelligent mutants known as Javo. They retained their human intelligence, but were driven to murderous insanity, and, now loyal to the bioterrorist, quicky turned on and killed the uninfected ELA members.

This development caught the BSAA's attention, and the North America and Europe branches conducted a major operation on Christmas Eve to wipe out the Javo. Several members of Chris Redfield's team were killed by who referred herself as "Ada Wong". Only he and Piers Nivans survived.

Six months later, in June, Neo-Umbrella claimed to have struck the American city of Tall Oaks hard, creating many zombies by utilizing the C-Virus' airborne-infection properties. Both because of the American sense of self-support and because of Derek C. Simmons' plans, the BSAA was refused assistance in the country yet again. This meant that the BSAA could concentrate its forces in the Chinese coastal city of Lanshiang which was the second of the two targets.[12] Neo-Umbrella itself created a base in Lanshiang where the organisation could continue experimenting on the C-Virus.

On June 30, Neo-Umbrella commenced a major multi-stage bioterrorist attack in Lanshiang. Firstly, they hijacked two aircraft carriers belonging to the People's Liberation Army Navy and murdered their crews, letting Rasklapanje loose in the lower decks to eliminate survivors. One carrier was brought into Yuenmon Port, and was used as a staging area utilising its complement of military vehicles. Simultaneously, an army of Javo in the Vinci Medical Research Centre, which had been recruited by tricking residents of the Poisawan district into receiving C-Virus injections under the guise of medical experimentation for money, was released. Armed with machetes and firearms, they massacred civilians and police in the streets. Neo-Umbrella also released various other C-Virus B.O.W.s, such as the Iluzija and more Rasklapanje, to increase fatalities.

By the late afternoon, the Chinese government requested BSAA assistance, and five teams, "Alpha" through "Echo", were formed to be used for various objectives. They received a steady flow of intel from scouts laying low in enemy territory. Initial fighting was primarily in Waiyip where Javo destroyed buildings and killed fleeing civilians to hamper BSAA efforts.[13] Bravo, Charlie and Echo had their own respective assignments around Waiyip. While Bravo, Charlie and Delta engaged frequently against Javo fighters, recon teams in Poisawan reported Javo massing in the area before contact was lost, and other teams reported sightings of Radames in the city, whom they misidentified as Ada Wong.[14] The various BSAA teams suffered moderate to heavy casualties while fighting the Javo, as well as the partial and complete mutations that the Javo underwent when damaged.

Around this time, Alpha, under Cpt. Chris Redfield, deployed into Waiyip via helicopter, rappelling down to a rooftop and making their way to street level. Alpha Team proceeded to participate in the rescue of several UN workers being held hostage by Javo in a tenement building designated "Point Ace of Spades".[15] After extracting the hostages and destroying the building in an airstrike, BSAA clean-up teams moved in to burn a number of Javo that had turned into chrysalids during the explosions. Redfield, upon witnessing this sight, was plagued by a momentary episode of PTSD from his experiences in Edonia, but managed to recover and continue on.[14][16]

Following the clean-up operation, BSAA forces in the area were attacked by Iluzija. Although not ordered, Redfield led nearby operators into Poisawan where he intended to kill the creature. The Iluzija capitalized on the area's labyrinthine layout, repeatedly stalking and stealthily picking off the team one by one, leaving only Redfield, Nivans and demolitions expert Marco Rose.[17] The three electrocuted the Iluzija in a pool of water with exposed electrical cables and killed it. However, Radames interrupted their celebration, infecting Rose with an enhanced C-Virus strain that turned him into a Gnezdo.[18] Redfield and Nivans were forced to put Rose down, and subsequently recovered his C4 explosives. This fuelled Chris' determination to hunt down and kill Radames.[19]

With Alpha Teams's losses, BSAA HQ prioritized Radames' capture. Redfield and Nivans continued their pursuit, hampered at times by Wong, who looked almost identical to Radames. Tracking her to the Vinci Medical Research Center, Radames' resemblance to Wong led to a confrontation with DSO agent Leon S. Kennedy and Secret Service agent Helena Harper, who had been following Radames believing that she was Wong; they needed Wong alive as a potential witness against Derek C. Simmons, the leader of The Family.[17][20][21] Radames escaped, forcing Redfield and Nivans to give chase in a Gambit as she drove towards Yuenmon Port in a sports car, also being pursued by the real Wong.[17][22] Although BSAA HQ was aware of the chase, all remaining BSAA units and their reserves were occupied elsewhere.[17][23] Alpha Team pursued Radames along a highway passing through Lanshiang, fighting off Javo reinforcements attempting to cover Radames' retreat. They eventually chased her onto one of the hijacked aircraft carriers and became separated.[17]

At the same time, The Family sent a helicopter to the aircraft carrier, already aware of Radames' position as she boasted her success in a phone call with Simmons.[24] Redfield, Nivans and Wong fought their way through the ship, going their separate but proximate routes. Redfield and Nivans cornered Radames, who revealed "Plan D". Before she could be detained for interrogation, the Family reached the carrier and an agent shot her in the chest. Redfield and Nivans assumed her dead and recovered one of her two Enhanced C-Virus syringes as evidence.[25] HQ confirmed Radames' threat, with satellite data showing that the other aircraft carrier was preparing to fire a missile.[26] They left in a Harrier Jump Jet for the second carrier, intent on preventing the missile from launching. However, after their departure, Radames survived her injuries long enough to infect herself with the remaining sample, causing her rapid mutation into a massive blob which consumed much of the ship.[27] She was subsequently destroyed by Wong and the carrier sank due to the structural damage that it suffered.[28]

Following her death, Radames' biosensors shut off, and she was declared dead at 11:29 PM. Neo-Umbrella responded with "Plan D". The purpose of the missile strike was to keep BSAA and military forces distracted in Lanshiang so Haos, their ultimate bioweapon, had time to wake up, and subsequently bring about the end of the world by releasing C-Virus gas globally.[29] They targeted the Tatchi district, which was mostly free of violence and being more slowly evacuated by Echo Team.[30]

Despite Redfield and Nivans' best efforts, the missile was successfully launched. It detonated above Tatchi, spreading a C-Virus gas payload over most of the district. Many civilians and BSAA operators were caught in the cloud and infected, turning into zombies in minutes.[31][32] Those who were not infected were quickly set upon by the newly-turned zombies and devoured. Having swam to Tatchi just before the missile strike, Kennedy and Harper offered assistance to some of the Echo Team operators who were en-route to the Quad Tower thinking they would find safety there. Only Kennedy, Harper and one of the operators made it to a Gambit.[33] With Tatchi lost, HQ ordered Charlie to reverse and avoid the district entirely, and gave out similar warnings to other teams. The Echo operator navigated through the fog and past hordes of zombies before dropping Kennedy and Harper off in a safe area and going back to look for any more surviving operators.[33]

Despite the orders to avoid Tatchi due to Neo-Umbrella's air force being active in the area, a BSAA helicopter flying overhead spotted Kennedy and Harper running from a massive chain reaction of vehicle explosions on an elevated highway caused by a falling jet and attempted to rescue them.[33] One operator onboard gave up his place on the helicopter to cover Kennedy and Harper's escape. However, the pilot was suffering from a delayed C-Virus infection and soon passed out at the controls before turning into a zombie and being thrown overboard. Kennedy attempted to regain control of the helicopter, but crashed into Quad Tower, which was already overrun by zombies due to being near the fog.[34]

Shortly after the Tatchi attacks began, Redfield and Nivans travelled to the seabed laboratory in search of Birkin and Muller, the latter of whom was identified as having C-Virus antibodies and thus crucial in vaccine research.[35] This facility and the oil field were built atop an active volcano, which could be used as both a geothermal power source and as a means of testing the virus on extremophiles.[36] By this time the facility's research staff had already been evacuated, leaving their Javo militia behind to protect Haos. Birkin and Muller therefore were left alone. The two were eventually released from their cell remotely by Redfield from a security room, and began moving through the facility under Javo fire.[37][38] Ustanak, who had been transported back to the facility for repairs, went out in search for Muller.[39] During their search for an escape tunnel, they damaged the facility's power system, setting up a chain reaction that would eventually destroy the complex. The two groups met up in the Haos chamber as it was stirring. Muller was treated with suspicion and became uncooperative when Redfield identified himself as the man who killed his father, but their conflict was resolved owing to the situation's urgency.[40][41] As Haos emerged and destroyed its chamber, the two groups were forced to flee in different directions.[42][43]

Haos escaped into the ocean and repeatedly tried to kill Redfield and Nivans by flooding the facility.[44] It eventually returned inside and captured the two, injuring Redfield and causing Nivans to lose his right arm. Nivans infected himself with the sample of Enhanced C-Virus in his possession to both defend his CO and escape death, becoming a powerful bioelectric mutant.[45][46] Nivans decided to stay behind owing to his degrading state; he pushed Redfield into an escape pod and activated it, despite Redfield's protests and begging Nivans to come with him. As the facility began to explode, Haos swam outwards and prepared to attack Redfield's escape pod, but Nivans used his abilities to incapacitate Haos, allowing its body to fall into the explosion and be destroyed. Thanks to Nivans' sacrifice, Redfield managed to surface unharmed and was rescued by a BSAA helicopter.[47]

Throughout the Lanshiang attacks, tens of thousands of civilians died, and the incident was also perhaps the single most devastating operation for the BSAA, having suffered presumably at least hundreds of casualties amongst their SOU operators. These losses caused the BSAA to reevaluate their response protocols, realizing a need for further operations beyond just rapid response. Lanshiang was left to slowly recover from its immense losses. After Muller's blood was used to make a C-Virus vaccine, the BSAA realized his importance in combating bioterrorism and hid his relationship with Albert Wesker to protect him from Wesker's enemies. BSAA spies continued to monitor Muller in case his blood was needed again. The CDC, however, believed that Anti-C would render the C-Virus unprofitable and unviable on the black market.[48]

The severely-crippled BSAA struggled to rid the city of surviving zombies and by 2015, had resorted to simply quarantining infested sections of the city and leaving the local People's Liberation Army contingent in charge of them. Mercenaries working for several corporations would subsequently venture into these walled-off areas to obtain research or combat data, or kill zombies for sport.[49]

Sonido De Tortuga Island (2014)[]

In 2014, Parker Luciani of the BSAA North American branch was dispatched at the behest of Chris Redfield to aid and assist Chris' sister, Claire Redfield of TerraSave during the Sonido de Tortuga Island Incident.

Querétaro mansion incident (2014)[]

Cathy White, an undercover BSAA agent, together with her son, Zack, went missing while investigating black market bioweapons dealer Glenn Arias, in connection with a series of sporadic cannibalistic murders in areas surrounding the Great Lakes caused by people infected with the A-Virus. The BSAA obtained intel about Arias' activities in a mansion located in Querétaro, Mexico, and Chris Redfield was sent in alongside a Mexican Army unit to apprehend Arias and rescue the Whites. The operation was ultimately a failure; all of the Mexican soldiers present were killed by zombies and traps set up by Arias, leaving Chris as the sole survivor. Furthermore, both Cathy and Zack were found to have been infected and subsequently put down alongside the other zombies by reinforcements, while Arias managed to escape after besting Chris in hand-to-hand combat. In the aftermath of this incident, Redfield would intensify his efforts in tracking Arias down and taking him out for good.[50]

Alexander Institute of Biotechnology Attack (2014)[]

Approximately four months after the beginning of the Great Lakes Murders, María Gómez, a bioterrorist allied with Arias, attacked the Alexander Institute of Biotechnology in Chicago, Illinois, on the same day that it synthesized a vaccine for the A-Virus. All of the virologists working on the vaccine were infected with the A-Virus except for Dr. Rebecca Chambers, who managed to innoculate herself with the prototype vaccine in time. The zombified researchers were quickly killed off by the BSAA's Silver Dagger unit, now including Redfield, who had planned to visit the Institute to ask Chambers, who was also a BSAA advisor, about the progress of the vaccine. The nature of the attack was mildly covered up and passed off as a more conventional terrorist attack committed by an armed group.[50]

New York Outbreak (2014)[]

After Chambers revealed that the A-Virus had a similar genome to Las Plagas used by Los Illuminados, the Silver Daggers and Chambers travelled to Colorado to recruit DSO agent Leon S. Kennedy, who previously fought the Plagas in 2004. Though initially disillusioned and uncooperative, Kennedy agreed to help after a squad of Arias' mercenaries led by Diego Gómez attacked the restaurant they were in and Chambers was kidnapped by María. Redfield and Kennedy inserted an SD card from Patricio, an informant, into Chambers' laptop and found that Arias' agents had been selling mineral water containing the latent A-Virus from his dummy company, A-GUA Industries Ltd., throughout New York City, planning to release the trigger strain when enough people had drunk the contaminated water.

Arias, upon learning that the prototype A-Virus vaccine had successfully prevented Chambers from mutating while keeping her hostage in his New York skyscraper, called for his main attack to happen a day earlier than originally planned. On his orders, mercenary squads immediately drove A-GUA carriers to strategic spots in the city and dispersed the trigger strain, turning any A-GUA drinkers caught in the fog into zombies. The NYPD was overwhelmed by the sheer number of spontaneous zombies and, with New York State Police being delayed by other simultaneous attacks, the New York Army National Guard was promptly ordered into the city by the Governor of New York to aid NYPD ESU forces in attempting to restore order. The President of the United States also requested help from the BSAA and authorized their deployment. The BSAA North America Branch subsequently sent in SOU teams into New York City to further assist the National Guard troops and police officers in fighting the infected.

Meanwhile, the freshly-vaccinated Silver Daggers and Kennedy entered New York, supplied with only one Gambit and a motorcycle by local BSAA forces. They destroyed one of the carriers and killed its escorts before it could release its payload, although at the expense of Silver Dagger member Damian, who was killed by zombie dogs being used as security. While Nadia and DC remained in the unit's Osprey tiltrotor, Kennedy broke off to distract the dogs while Chris made his way to Arias' skyscraper. Regrouping with Kennedy inside, they killed many zombies and mercenaries in the hallways before Redfield entered a lab to rescue Chambers, now infected with an improved A-Virus strain, fighting off a surgeon and Diego himself while doing so. Redfield threatened the surgeon and got the information out of him that the A-Virus vaccine was located on the building's roof.

Taking Chambers up to the roof, Redfield was confronted once more by Arias and the two engaged in a shootout. The fight came to blows and Redfield eventually gained the upper hand, throwing Arias through a skylight and sending him falling to the ground below. Despite this, Arias survived long enough to be approached by a wounded Diego, who mutated and merged with Arias to create a Tyrant-like creature, with Arias maintaining his conscience and control over the mutant. Arias returned to the roof and grabbed Redfield, but the latter was saved by the timely intervention of Kennedy. Kennedy made a stand against Arias before he himself was also grabbed and threatened. However, DC and Nadia arrived in the Osprey and Nadia fired a Rail Rifle at Arias, piercing clean through Diego's head and collapsing several buildings behind them. Turning his attention to the tiltrotor, Arias jumped, grabbed its left wing, and pierced his claws through the fuselage, severely injuring Nadia. Kennedy sent his motorcycle off the roof and into Arias before shooting and blowing up its fuel tank, throwing Arias off, but the latter was able to use his claws to cling onto the Osprey again and the side of the building. At that moment, Redfield appeared and finished off Arias with a grenade fired at his heart, permanently destroying him.

In the aftermath of the incident, the Silver Daggers were able to disperse Arias' stores of the vaccine strain across the city, restoring the remaining zombies back to their normal human selves. The city eventually recovered from the damage done.[50]

Munich (2014)[]

The BSAA, at some point, had become aware of the existence of E-001, an E-Type fungal B.O.W. otherwise known as Eveline, who was developed in the early 2000s by the crime syndicate The Connections, founded by Brandon Bailey. Bailey, a former Umbrella virologist and protégé of corporation co-founder Dr. James Marcus, was instrumental in the development of the corporation, especially in West Africa, from the 1960s through the 1980s. Eveline was considered a serious enough threat to warrant her destruction as soon as possible.

In early October 2014, the BSAA received intel that The Connections were planning to transfer Eveline and several D-Type subjects from their research facility in Munich, Germany to another in Central America. A team was dispatched to capture and terminate Eveline, but for whatever reason, they failed. Eveline, her handlers, Mia Winters and Alan Droney, and the D-Types boarded the LNG carrier Annabelle which soon departed. This failure on the part of the BSAA would eventually lead to the Baker House Incident.[51]

San Francisco Serial Murders and Alcatraz Outbreak (2015)[]

In 2015, the BSAA take notice of 12 B.O.W cases that are happening across the city of San Francisco with no relations to one another except all of the victims are infected without any bite wounds or come in contact with BOWs. As a response, Chris Redfield and newly recovered Jill Valentine are sent to help to assist San Francisco Police Department with one of the cases. All bodies are retrieved and analyzed where BSAA Advisor Rebecca Chambers discovers that all victims had needle marks and infected with strains of t-virus that is incapable of transmitting its infection but instead cause death, the victims are discovered to have visit the popular tourist attraction Alcatraz Island shortly before their deaths. With D.S.O agent Leon S. Kennedy and Terrasave's member Claire Redfield, the team uncovers that former U.S.S soldier Dylan Blake and Arias's assistant María Gómez are the culprits behind San Francisco Serial Murders, prevents the virus from being released to the world and kill the culprits.

Baker House Incident (2017)[]

Shortly after the BSAA's failure in Munich in 2014, a hurricane hit the Annabelle mid-voyage on October 5. Eveline grew unstable as a result and began vomiting copious quantities of mold. She infected or killed much of the ship's crew, killed Droney, and infected Mia in her sudden obsession with family. The ship's carriers exploded during the chaos, causing it to drift into the bayou near the Baker Ranch in Dulvey Parish, Louisiana. On October 9, Lucas Baker, the son of the Baker family, was the first one to notice the beached ship, and informed his father, Jack of it. The following day, Jack went out to see it for himself, intending to report the discovery to the parish. When he found the Annabelle he came across an unconscious Mia, whom he carried back to his house. Despite Mia's warnings to the Bakers about Eveline, Jack went back to the shipwreck and found her, unaware of her nature as a B.O.W.. Eveline infected all of the Bakers and psychologically drove them towards violent behaviour, although Zoe, the daughter, was notably resistant to Eveline's influence. As the mold continued to overtake Jack, Marguerite and Lucas, they became gradually more deranged and withdrew themselves from their community. Consequently, others declared the Bakers missing, and eventually dead, with occasional sightings of them wandering in the bayou afterwards acting as a base for rumors that the Ranch was now haunted. Meanwhile, a central mass of mold known as the Fungal Root began growing inside the Annabelle's wreckage and the mold began to spread outwards from the ship.

For close to three years, Jack and Marguerite were forced by Eveline to carry out a series of abductions and murders of many people in the area, primarily homeless individuals and tourists passing through. While local law enforcement linked around 20 disappearances to the incident, there was evidence to suggest that the Bakers had kidnapped over 100. All of their victims would be eventually murdered, with some corpses cooked into meals and eaten while others would be fed to the mold and their biomass would be used to create Molded. In 2015, The Connections approached Lucas and gave him a serum which loosened Eveline's influence and allowed him to regain conscious control of his body. In exchange, Lucas secretly monitored Eveline for them, while maintaining a facade of pretending to still be controlled so as to fool his parents and Eveline. They also set up a lab for Lucas in the nearby Abercrombie Salt Mine and supplied him with a research team so that he could experiment with the mold. However, wanting to exploit the mold for his own gain, he eventually secretly betrayed The Connections by sacrificing the researchers to the Molded and covering this up. Meanwhile, Zoe, who mostly hid inside of the family trailer, tried to help some of the victims escape via instructing them over the telephone, but she unfortunately never succeeded. The last known abductees were the three-man crew of the Internet urbex series Sewer Gators, who went missing on June 1, 2017, and were all killed by the next day.

At some point, Blue Umbrella became aware of the situation at the Baker Ranch and had been closely keeping tabs for some time. They also suspected that Lucas was in contact with The Connections and paid particular attention to him.

The buildup of incidents would eventually come to a head in July 2017, when Mia's husband, Ethan, came to the Ranch on July 19 looking for her after receiving an email supposedly sent by her with her location the day before. By the morning of the 20th, he had located Mia, killed Marguerite and a large amount of the Molded, calcified Jack, survived Lucas' traps and assisted Zoe, although he was forced to leave her behind with the promise to send help eventually.

Around the same time, Blue Umbrella had been preparing to apprehend Lucas, and contacted the BSAA for assistance with the mission. The joint mission, known as Operation Lurking Fear, was to be carried out by a BSAA SOU team, led by Chris Redfield, who also acted in the capacity of a bioweapons specialist due to a lack of intelligence and the presence of multiple unknown factors. They arrived at the Baker Ranch via Blue Umbrella helicopter just in time to witness Ethan battling Eveline's monstrously mutated form and dropped an Albert-01 loaded with RAMRODs for him to use against her. After Eveline was destroyed, Ethan and Mia were airlifted out of the area.[52]

Continuing with the operation, Chris and other operators entered the mines in search of Lucas, who had fled there while trying to complete a transaction of E-Type data to an unidentified third party buyer. To distract Chris, he captured three operators and left them as bait. After Chris found the first operator, Marquez, Lucas surprised Redfield and strapped a bomb to his arm while detonating another on Marquez' neck and killing him. In addition to killing the other two operators, Lucas repeatedly tried to kill Chris by releasing E-Type spores into the tunnels, unleashing more powerful Molded variants, and remotely activating the bomb on Chris' arm. However, against all odds, Chris, with the help of Blue Umbrella coordinator Veronica, fought his way though the mines and removed the bomb by freezing it with liquid nitrogen. In a last-ditch effort, Lucas detonated self-destruct explosives in the mines, but Chris was able to escape nonetheless. In their final confrontation, Lucas ambushed Chris with a knife, but Chris countered and shot Lucas in the chest, triggering his mutation into a powerful monster. Chris gained the upper hand in the fight and incapacitated and killed Lucas, before shooting out his computer servers and preventing the data transfer from being completed.[53]

In the weeks following the completion of Operation Lurking Fear, the mold continued to spread throughout the swamp. Recognizing this, Blue Umbrella and the BSAA erected a quarantine wall to contain the mold's spread and also set up a base camp in the bayou for scientists to study the mold and another research area in the courtyard and main lobby of the Main House. They also brought in samples of a cure for E-Type infection that Blue Umbrella had developed and a synthesizing station for producing more. As the situation became more dire, the synthesizing station was moved to an old paddleboat to prevent it from being potentially contaminated by the mold. However, a new mold mutant, the 'Swamp Man', inexplicably began appearing around the bayou and began stalking and killing BSAA and Blue Umbrella personnel.

Joe Baker, Jack's older brother, who had been living as a hermit nearby before and during the incident, had adapted to the mold, fighting off infected alligators in August and honing his survivalist skills instead of evacuating. His suspicion was piqued after noticing the Blue Umbrella helicopters flying around and eventually began investigating. He found Zoe in the swamp, alive but severely calcified and ill, just as two BSAA operators also discovered her. Mistakenly thinking that they were responsible for the incident, he assaulted them and brought Zoe back to his shack together with a captured operator. The operator cleared up the misunderstanding and informed Joe of a nearby cure sample, which he retrieved and administered to Zoe. However, it failed to work effectively due to being only a partial dose. The Swamp Man then attacked the shack and killed the operator before he could lead Joe to the base camp to find a full dose. Fleeing with Zoe, he eventually located the camp, but found that it had long been overrun by Molded. Making his way to the paddleboat, Joe avoided the Molded, gators and the Swamp Man before procuring a full sample from the synthesizer, but was again confronted by the Swamp Man. The Swamp Man kidnapped Zoe before Joe could administer the cure, forcing him to chase after them. Joe tracked Zoe down to the old abandoned Dulvey Parish Church and fought the Swamp Man once more. In the ensuing fight, Joe unmasked the fungal growth on the mutant's face to reveal that he was none other than his own brother, Jack, who had survived his previous calcification and was now suffering from runaway mutations. Jack knocked Joe out and left him to drown in a coffin which he dropped into the waters, but the coffin ended up washing up near the Main House and Joe escaped, arming himself with an AMG-78 gauntlet which he found. He brawled his way through Molded hordes and into the house, where he fought Jack for the last time and permanently beat him to death. With Jack put down for good, Joe finally gave Zoe the cure, just as Chris and other BSAA operators arrived, having been dispatched again at Ethan's requst to save Zoe. A BSAA medic confirmed that Zoe would recover and Joe comforted her with the assurance that her infected family still loved her no matter how corrupted they had become and Chris put Zoe onto a call with Ethan so that she could thank him for his efforts.[54]

The BSAA then began working on a full cover-up of the entire incident. First, they worked with the Louisiana Army National Guard to cordon off the general area and guard it from the public. This exclusion zone was expected to last until at least 2027. They also met with the Dulvey Parish Sheriff's Office to discuss how to explain the incident to the public; it was ultimately passed off as a toxic hydrogen sulfide leak which claimed the lives of the victims involved. Despite public, media and even academic skepticism and scrutiny over this explantion, coupled with reported sightings and images of various entities involved with the incident, most notably Eveline's giant monster form, this was all brushed off as conspiracy theories and nonsense and public attention slowly faded away. Zoe would eventually be released from quarantine under the condition that she not reveal anything about the incident publicly, and given a new identity as a reporter in New Orleans, eventually beginning her own investigation into the incident and related events.[51]

With an internal investigation concluding that the BSAA themselves were at fault for the entire incident due to their slip-up in Munich, the cover-up was done in an attempt to save face. However, the internal morale of the organization was now heavily degraded, and a profoundly disgusted Chris began to become more distrustful and critical of it from then on.

Village Massacre (2021)[]

At the time of the Village incident, Redfield had lost trust in the BSAA, which is now described as "a rotten and ruined organization."[55] The BSAA sent their forces to contain and destroy the Black God along with Miranda. At the same time, the Hound Wolf Squad, under the command of Chris Redfield, entered the valley to do the same task, acting independently of the BSAA. Chris Redfield found the BSAA soldiers to be behaving callously and only provoked the anger of the Black God, being almost if not completely wiped out by it at Miranda's direction. The Hound Wolf Squad was ultimately the last group to evacuate the valley following the elimination of the Black God. With one of the BSAA soldiers in their helicopter, they discovered the soldier was in fact a B.O.W., revealing the BSAA's soldiers to be engineered mutants and raising questions about the BSAA's decision to utilize such weaponry. Redfield orders his team to head for the BSAA's European headquarters to get answers.

Prior to 2017, the standard uniform of the BSAA consisted of light gray combat fatigues, gloves and combat boots and a green bulletproof vest. Headwear included gray ballistic helmets, ballistic goggles, black balaclavas, gas masks, and beanies for cold environments. The helmets themselves had patches on them indicating the blood type of the operator (for example: 'A POS' representing A positive blood) and optional accessories such as flashlights, night vision goggles with battery units, and communications headsets. The fatigues had shoulder patches of the global division that the operator belonged to. This uniform was only standard to SOUs, however. SOAs usually wore different outfits based on individual preference and conditions of a specific mission.

By 2017, the BSAA had adopted a new uniform for SOUs, consisting of an entirely black set of fatigues, combat boots, gloves and tactical vest. Headwear consists of a black helmet, a black opaque-visored full face gas mask and a black communications headset. The helmet includes a mount compatible with the Blue Umbrella HMD night vision system. Other tactical gear included various holsters, pouches for weapon magazines and other items, and holders for items such as chemical light sticks of different colors.

By 2021, the BSAA retained the same uniform, albeit with minor updates such as a revised vest layout and new blue BSAA patches on the vest and shoulders.

Weapons and Equipment[]

The BSAA use a wide variety of weapons and equipment in their effort to rid the world of bioterrorism.

During 2005, the standard sidearm of BSAA operators was the M92F. However, only Jill, Chris and Keith are seen using this as their default sidearm while Jessica and Parker are equipped with the G18 and Handgun Government respectively. BSAA operators also used the G36 assault rifle along with the M3 shotgun as they are seen to be equipped by Parker, Chris and Keith. Following the liquidation of the F.B.C, the BSAA absorbed the former agencies assets which in effect increased their arsenal.

In 2009, the standard weapons for BSAA operators are the SIG 556 (modified to fire on full auto) and the Beretta 92FS. They also used many other weapons including shotguns, sniper rifles along with assault rifles and submachine guns. A fallen BSAA soldier in the Marshlands also had an S&W M29 and those hanging from the Ndesu's waistband are carrying other pistols.

In 2012, the SIG 556 was replaced by Assault Rifle for Special Tactics mainly used by Chris and the other members of the BSAA. Chris also has a Nine-Oh-Nine as his sidearm, but it is not seen being used by the other operators. Some operators (such as Jeff) are armed with a Shotgun. Piers used an Anti-material rifle along with his MP-AF as his secondary weapon. The clean-up crews are seen using flamethrowers to dispose of hazardous material. Its use as a weapon is unknown.

The Silver Dagger unit uses Colt Law Enforcement and M4A1 carbines. During his time in the unit, Chris used an M4A1 fitted with olive drab furniture, an ACOG sight, a bayonet and an M203 underbarrel grenade launcher.

By 2017, owing to the BSAA's newfound partnership with Blue Umbrella, specialised anti-B.O.W. weaponry developed by the latter began to be fielded by BSAA SOU operators, such as the Albert-01 handgun and Albert-02 'Thor's Hammer' shotgun. The BSAA also began to employ Blue Umbrella-developed anti-B.O.W. ammunition, such as antifungal RAMROD rounds, as well as equipment such as the AMG-78 gauntlet.

For cleaning up after operations, the BSAA uses M2 flamethrowers to burn away any biohazardous residue still present at a scene.

The BSAA also possesses at least one Rail Rifle, a portable railgun system that is powerful enough to tear through multiple high-rise buildings with one shot.

The BSAA also has a bio-scanner called 'Genesis', developed by Quint Cetcham. It is used to scan B.O.Ws and such as well as produce Green Herb upon reaching 100% of the data. However, after 2005, this equipment seems to no longer exist.

Vehicles[]

The BSAA is also seen to field different types of advanced military vehicles including helicopters, High Mobility Vehicles, jeeps and armoured personnel carriers to transport their forces, though they seem to lack heavier armoured vehicles. The primary ground transportation vehicle used by the BSAA is the Gambit, based on the AM General HMMWV, while their primary form of air transportation prior to 2014 was the Eurocopter EC635 helicopter. In Edonia, they used helicopter gunships against the J'avo and ground attack planes against an insurgent-deployed Ogroman, together with Boeing CH-47 Chinook helicopters for transporting troops and equipment. From 2014 onwards, they began using the Bell-Boeing V-22 Osprey tiltrotor aircraft as their primary form of air transportation, although during the final weeks of the Baker House Incident in 2017, they made use of Blue Umbrella Sikorsky UH-60 Black Hawk helicopters.

Deployment and structure[]

Following the UN acquisition of the BSAA, it has become a global force in the War on Terror. By 2009, the BSAA had been split into eight branches with regional headquarters to allow for simultaneous operations around the world, though the global headquarters is believed to still be in the United Kingdom.[1] These regions were: Europe, North America, South America, East Africa, West Africa, Middle East, Far East and Oceania which also are responsible for overseeing operations in Antarctica.[1] Typically, the soldiers within each branch were only deployed where their branch had oversight, though in certain conditions reinforcements could be required while soldiers with high clearance ratings such as Cpt. Chris Redfield were able to take part in foreign operations without prior request. Situations of legitimate cross-branch deployment included the 2012 UN intervention in the Edonian Civil War which the North American and European branches cooperated and the 2013 UN intervention in Lanshiang which the North American and Far East branches cooperated. An unknown incident prior to 2009 required a cross-branch operation with more than 70 soldiers participating.[1]

During operations, BSAA branches deployed two types of soldiers, referred to as the Special Operations Unit and the Special Operations Agent. Special Operations Units (SOUs) typically functioned in a cell-structure of four people which would work with other cells to form a squad of 12 people with the squad leader's rank typically being that of Captain. Squads are only formed during operational planning and given generic call-signs such as "Alpha Team". As such, the "Alpha Team" of one mission conducted by a branch may have a totally different size and composition to the "Alpha Team" of another mission.[1]

Special Operations Agents (SOAs) typically take part in espionage activities such as investigating areas with a suspected bio-terrorist presence on behalf of the branch HQ or providing local geography insight to assist in SOU operation planning.[1] The SOAs typically function as either individuals or as two-person cells and are known to join operations out of uniform to avoid detection.[1] If an operation calls for it, however, SOAs are expected to use their small size and appearance to their advantage to capture and detain suspects.[1]
