This Green Gem changes it's name after checking it to the Emerald.
Emerald location at The Raccoon Press
This gem has two possible locations, depending on where Jill has met Carlos in the game. If Carlos was at the restaurant, than gem's location is The Raccoon Press. If Carlos was at the press office, than gem will be at the restaurant basement.
This gem is the necessary item for opening the Raccoon City Hall, which is locked by the automatic mechanism - the clock, that opens the gate only in operating hours.
Initially, the clock, that contains twelve different gems lacks two of them. One of them is emerald. "A clock is not functioning. Two gems are missing from the hour plate." says the clock, when it's explored for the first time. "It seems that this is not enough to make the device to work" says message after setting one of the gems. The gem disappears from the inventory after setting and can be seen on the clock.
