The eye is a popular image depicted in the Resident Evil franchise. It has been frequently used as a background for start menus, and is usually the eye of a monster.
In the original Resident Evil, the eye used on the menu was Chris Redfield's. Tying into the pre-game sequence, he is attacked by a monster and the camera freezes on his stare. In Resident Evil 2, the eye is instead William Birkin's, taken from a cutscene at the end of the "B" path. Resident Evil Outbreak and Resident Evil Outbreak File #2 use more generic human eyes looking out to the player. Promotional material for Resident Evil: Revelations and Resident Evil: Revelations 2 also use eyes staring out to the audience. In the latter case they are from some unseen enemy, but for the former it is later shown that Alex Wesker is the one with the eye in the "present".
