Kate was a civilian living in Raccoon City at the time of the viral outbreak. She may have had an important role in a cut Outbreak scenario as she is named Kate in both File 1 and File 2. According to Alyson Court, Kate was in a relationship with another male character and was going to mutate into a Licker at some point during the outbreak.
