Many screenshots and videos were shown of Resident Evil Outbreak during its development as Network Biohazard/Resident Evil Online. Of these, some locations were shown that don't have a known scenario they belong to. Others are so fragmentary that they're often assumed to be the same scrapped scenario but may actually not be. Certain locations that were cut from the final also appear in cutscenes used in the final or appear elsewhere. This page is mostly a gallery dedicated to these scenarios that are too fragmentary to actually name.
It should be noted that just because a location appears in a cutscene doesn't mean that data still exists for it, in-game. Outbreak's "ingame" cutscenes are actually prerecorded off of the engine and not in realtime.
Misc[]
These are areas that were either meant to be part of an existing scenario or were set to reappear in another one.
This location appears in the final in the form of the opening cutscene to the Hellfire scenario. However, other than that it's never seen in game.
Although not in the final version of outbreak in any form, this alleyway featured in the trailer would make an appearance in Outbreak File #2 during the Cold Comfort ending for the Underbelly scenario. As far as the ingame version goes, it didn't make the cut.
An unknown boiler room. Despite not appearing in the game, this boiler room makes an appearance on Outbreak's violence warning during start up.
"Streets"[]
Although not known for sure, these following images may be some relation to whatever this scenario is really called and Hellfire. It may have been an expanded Hellfire or a scenario that came after it.
An unknown street area. Sometimes scenarios like this and above are referred to as "Streets of Raccoon", but it's not known if all of these images come from the same level or various different ones.
This image seems like it may at least be from the same level as the previous image. Notably, it features the cut NPC Mary, though it's not known if she's being used here as a support character, or a partner to the player. The same goes for Danny. Even so, it seems Danny would fit this scenario as a support character due to him being a firefighter.
Though not obvious right away, this image is a shot of the same area shown in the two images above. Obvious signs of this are the fire in the background, and the red car. The red door that most likely leads to the hosptial is also present in this one and the previous one. This is supposedly Army Street
