The file is found on the balcony of the library. It is on a bookshelf to the right of the unstable floor boards that the player falls through. This file is only present in the "A" scenario.

Hello and welcome to Raccoon City! As you will notice, our city is a clean and private town dedicated to families. Raccoon City has partnered with our friends at Umbrella Inc., in order to generate unprecedented growth and stability. Umbrella Inc. is a highly regarded and well funded corporation that cares about its employees. They have helped to create many public facilities to make this city a safer place for everyone.
As we look to the future, I will continue to support Umbrella Inc. in terms of new business developments.

Greetings, citizens of Raccoon City! Our city's quality of security allows us to live peaceful lives with the comfort of knowing that our streets are safe. The familiar Umbrella plant established within town has kindly undertaken the task of investing in Raccoon City, providing us with a generous amount of financial aid and social security, constructing new facilities within town, maintaining cleanliness and public security, and so on, all of their own volition.
From the moment I was elected mayor, I have successfully ensured the development of the city. Working together with you, the citizens of Raccoon City, I am devoted to the continued well-being and prosperity of our city.
