This unnamed water treatment plant was located underneath an Umbrella facility in Raccoon City.
History[]
The facility was constructed beneath the already-established city infrastructure, necessitating the tunneling of a series of underground passages for construction crews to use. Supported by wood, they showed signs of decay by 1998,[1][excerpt 1] perhaps accelerated by the construction of an elevated highway.[2][excerpt 2]
On October 1, 1998, a group of outbreak survivors, an Umbrella researcher, included, used the treatment plant to evacuate the facility above after a renegade Tyrant stopped the only other escape route.[3]
