The Spec Ops team receive orders to find information implicating Umbrella's involvement in the production of biological weapons. They must start from the City Hall.
Transcript[]
Spec Ops Command: "More and more reports are coming implicating Umbrella in the production of biological agents. Continue on foot to City Hall for intel on the location of Umbrella's facilities."
