S.T.A.R.S

The S.T.A.R.S. Charlie Team was a law enforcement unit formed in 1998 following the Raccoon City outbreak.

A national crime agency, S.T.A.R.S. was subject to corruption and infiltration from the Umbrella Corporation which prevented any investigation into the viral outbreak at the Spencer Mansion. Following the destruction of Raccoon City later that year, surviving RPD S.T.A.R.S. officers Chris Redfield, Jill Valentine and Barry Burton conducted an independent investigation. With the aid of Falcon, an independent anti-Umbrella activist, sympathetic elements within S.T.A.R.S. ensured the creation of an honourary Charlie Team to continue the RPD S.T.A.R.S. force and handle Umbrella investigations in the United States to prevent another incident comparable to Raccoon City happening again.

Under Falcon, Charlie Team recruited Patrick Brady, a mutant Raccoon City survivor, as their communications handler. Thai-Australian Quam Williamson was recruited as a vehicles expert. The daughter of a Raccoon City victim, Mexican-Hopi Rosa Cardenas became their tracker; computer expert Jesse Alcorn was released from police custody following his hacking of military servers and was attached to Charlie Team. The final addition, Raquel Fields, was recruited as their munitions expert. Of the six, Alcorn became a mole for Umbrella.

X-Virus investigation[]

Throughout October 1998 Charlie Team took part in a series of investigations into suspicious homicides from a travelling group of attackers crossing from Cristiana, Colorado to Batavia, Nebraska. During this investigation, Fields was mauled by a Zombie and developed symptoms of T-virus infection though kept this a secret. By November the team at full strength made their way to Batavia and eliminated the killers, found to be a travelling band of infected circus performers. Apprised of their intentions by Alcorn, Umbrella sent an agent along to study Charlie Team's prowess, though he died before he could return with this information. Information seized during the raid confirmed the existence of Umbrella facilities in Alaska and Mexico, which were taking part in parallel research of the new X-Virus project.

Falcon led Fields and Alcorn to the Mexican facility, hidden under a ziggurat. Having anticipated their arrival, Umbrella deliberately contaminated a nearby town during its Día de Muertos festivities to distract the team.[1] During their fight with the Zombies, Alcorn made attempts on Falcon's life, disguised as incompetence, but was unsuccessful, and the team were successful in determining how to access the facility.

Coinciding with this, the Alaskan operation was overseen by Cardenas with Williamson and Brady under her. They made their way through the wilderness on snowmobile. While Cardenes and Brady set up an evacuation point, the team were set-upon by G-Virus B.O.W.s sent out to intercept them. The two were soon captured by Venk, an Umbrella employee assigned to the facility, and brought in to serve as test subjects for the X project.[2] Williamson, elsewhere, was able to determine their situation when finding a listening device left-behind by Brady.

During the raid on the Mexican facility, Alcorn was able to access the facility's computer server and set-off the self-destruct system to prevent information on X-Virus being released. The three were successful in escaping, though Alcorn's identity as a mole became a strong suspicion. Having determined the Alaska mission had failed, the three set-off to rescue them. During take-off, it was correctly deduced that an antidote to X was hidden nearby and Fields was able to return with it, though most of it was lost by Alcorn.[3]

In Alaska, Williamson recovered an abandoned Umbrella drone used for surveillance, and was able to use it to search for the facility. Containing an explosive for assassinations, Williamson armed the device and sent it through a window of the facility to detonate, injuring one Umbrella employee while Williamson killed another following the hole left in the wall. Following the arrival of the Mexican team, Brady and Cardenes were treated with what remained of the antidote, with Alcorn killed after confirming himself as a mole. In spite of this success, however, Umbrella observers noted Fields' infection was not known to the team and determined she would turn into a Zombie in their return home, potentially killing everyone on the helicopter.[4]
