Hicks was an FBI agent employed in 2002. He was considered to be "the very model of a modern federal agent: tall white guy in his thirties, very short dark hair, with the beginnings of male-pattern baldness."
Hicks was one of a number of civil servants who accepted bribes from the Umbrella Corporation. During the 2002 global T-virus pandemic, Hicks was part of the FBI operation to arrest Jill Valentine in Idaho and take her back to Washington, D.C. for interrogation.
