Incineration Disposal Plant P-12A,[note 1] also known as the "Disused Plant" to the public, was built by the Umbrella for the 'safe' disposal of Bio Organic Weapons, unwanted experiments, deceased humans, and general organic waste sent from local laboratories. Using a special type of gas to break down the organic matter of specimens dropped into a large dissolving pool within the facility, the plant was able to efficiently dispose of a large quantity of infected or dangerous material.[1] It was disguised as an abandoned factory north-east of the Raccoon Park. Umbrella directives stated that any trespassers caught in the plant were to be turned over for medical experimentation, with the security staff receiving bonus payment for each successful capture.

The P-12A facility was completed on May 14, 1998[1] some nineteen days after the staff arrived.[1]

The amount of waste from the Raccoon City Underground Laboratory proved to be too great for the facility, which was already processing far above the safe levels of contaminants, causing the potency of the chemicals to decrease.[1]

By June 29, three months before a second outbreak would destroy the nearby community of Raccoon City, workers processing the contaminants were infected with the virus.[1]

Sometime before October 1, 1998, a U.S. Special Forces team infiltrated the factory on orders to acquire the G-virus, brought along an experimental rail cannon, "Demon Sword of Paracelsus".[2] Umbrella deployed a number of T-103s to the factory via helicopter in order to destroy the Special Forces team. In the resulting incursion, all of the members of the U.S. team were killed as well as the Tyrants.

During the events of October 1st, Jill Valentine, Carlos Oliveira and Nikolai Zinoviev found themselves within the facility attempting to acquire transport to escape the city. Unfortunately the Nemesis-T Type was pursuing, and after a battle within the facility's disposal chamber, the monster was dropped into the dissolving pool where Jill hoped it would be killed for good. However, the Nemesis survived and managed to crawl out of the noxious chemicals.

The facility was destroyed along with the rest of the city following the execution of the Sterilization Operation.
