Joseph Frost was a member of the Special Tactics and Rescue Service, a law enforcement agency located in Raccoon City. In 1998 he was sent out as part of a mission to investigate the loss of contact with their Bravo Team while investigating a series of homicides in the outskirts of the city.[1]
