Mail to the Chief (署長あてのメール(の写し) shochō ate no mēru (no utsushi)?) is a file that can be found in Resident Evil 2. It is interesting to note that William refers to Irons with the honorific -dono (殿?), indicating that Birkin's business dealings involve addressing another as a respectable equal.

In both Leon scenarios, it is instead supplied to the player by Ben Bertolucci in the Holding Cell while the latter is dying from an attack by William Birkin[Notes 1]

Transcript[]

To: Mr. Brian Irons, Chief of the Raccoon City Police Dept.

We have lost the mansion lab facility due to the actions of the renegade operative, Albert Wesker. Fortunately, his interference will have no lasting effects upon our continued virus research.

Our only present concern is the presence of the remaining S.T.A.R.S. members: Redfield, Valentine, Burton, Chambers and Vickers. If it comes to light that the S.T.A.R.S. have any evidence to the activities of our research, dispose of them in such a manner that would appear to be purely accidental.

Continue to monitor their progress and make certain their knowledge does not go public. Annette will continue to be your contact throughout this affair.

I have deposited the amount of US $10,000 to the account for your services this term as per agreement. The development of the G-virus scheduled to replace the T-virus, is near completion. Once completed, I am certain that I will be appointed to be a member of the executive board for Umbrella Inc. It is imperative that we proceed with extreme caution. Redfield and the remaining S.T.A.R.S. members are still attempting to uncover information on the project. Continue to monitor their activities and block all attempts to investigate the underground research facilities.

We have a problem. I have received information informing me that Umbrella HQ has sent spies to recover my research on the G-virus. There are an unknown number of agents involved. They must not be allowed to take this project away from me as it represents my entire life's work. Search the city thoroughly for any suspicious persons. Detain any such individuals by whatever means deemed necessary and contact me immediately through Annette. With these precautions, any possible threat should be eliminated.

I will not allow anyone to steal my work on the G-virus. Not even Umbrella...

In the betrayal by the stupid Captain of S.T.A.R.S., Wesker, the mansion was blown up.
But, there is no problem with the virus research.
The problem was the escape of the mansion survivors, S.T.A.R.S. members Chris; Jill; Rebecca; Barry and Brad.

If the group brought back evidence, dispose of it in strict secrecy so that the incident does not become a lawsuit. To regulate their behaviour, keep them under sufficient surveillance.
So far, my wife Annette has been made the liaison.

The Umbrella executives have sent agents to try and intercent the G-Virus I am developing.
Two, perhaps three people. I'm not sure of the exact number.

For many years the G-Virus has been developed with difficulty; interception is being accumilated.

Suspicious persons are not to enter the city; I want you to investigate, thoroughly.
When you discover them, detain them immediately; I want you to contact me through Annette.

It is accepted to kill in some cases.
The G-Virus is my life. Do not forgive those who interfere.
Even Umbrella can be a human analogy.

Analysis[]

When briefing Irons on the loss of the Arklay facility in the first portion of the letter, the localization mentions that Wesker's role was that he had gone renegade. In the Japanese version, Birkin gave a bit stronger wording towards Wesker by referring to him as "stupid." The Japanese version also had Birkin refer to the surviving members of S.T.A.R.S. by their first names, while the localization has him instead referring to them by their surnames. He also instructed Irons to dispose of any incriminating evidence with strict secrecy in the Japanese version, while the localization mentions to do so in a manner that looked "purely accidental."

In the second mail, the localization directly mentions the surviving S.T.A.R.S. members trying to find evidence against Umbrella, something that's only implied originally.

The third mail has Birkin estimating that at the very least two, if not three Umbrella agents are after his G-virus in the Japanese version. The localization instead mentions that the amount of people are unknown. His request for Irons to eliminate any threats is also more strongly worded in the Japanese version, where he gives him explicit permission to kill anyone who tries to steal the G-virus samples.

Exactly how Ben dies depends on the scenario: In Leon Scenario A, he is killed from being impregnated with a G-Embryo off-screen and then it bursting out of his chest just after Ben tells Leon to "get that scum" and "make him pay" (referring to Brian Irons and his discovery that Irons was acting as co-conspirator to Umbrella); in Leon Scenario B, he is instead mortally wounded by William Birkin off-screen.
