A former engineer who played an essential role in the electrification of Raccoon City. He was later elected mayor. Although his public image was squeaky-clean, he secretly colluded with Umbrella and turned a blind eye to their activities. After cowardly abandoning his post during the destruction of Raccoon City, he fled to the U.S. Army for protection.
ラクーンシティの電化に尽力した元技術者。後にラクーンシティの市長となる。クリーンな市長を装いながら、裏ではアンブレラと癒着し、その研究を黙認する。「ラクーンシティ壊滅事件」時は市民を守るべき自分の立場を放棄し、いち早く街を脱出し米軍に保護されている。
