Paul Steiner

Paul Steiner was a prison guard for the Rockfort Island prison complex, in charge of its military defence in 1998.^{[note 1]} He applied for Carl Grisham's access to Zone D, to allow him to transport the experimental "TG-01" metal alloy.^[1]
