Dr. Robert Heiner is a microbiologist and associate member of Umbrella's Biohazardous Materials Division.[1]

Biography[]

Following the 1998 disaster in Raccoon City, Pennsylvania, Heiner was made part of the National Disaster Control investigation. To protect Umbrella's illegal bioweapons projects from exposure, Heiner's contribution to the inquiry was that Raccoon syndrome was the result of brain damage brought on by exposure to chemicals following a terrorist attack on an Umbrella pharmaceutical manufacturing plant. The manifestation as Raccoon syndrome, Heiner stressed, was a purely unique occurrence unlikely to be replicated in any other accident.[1]
