The Telegram from James Marcus is a non-Library in-game file that can be found in Chapter 5-1 of Resident Evil 5. It is located in the Progenitor Virus House section of the Uroboros Laboratory area.
To find the Telegram, enter the small lab that is found through the door on the left after entering the Progenitor Virus House. The Telegram is laid in an open drawer on the right-hand side of the filing cabinet that lines the wall directly across the room from the door, and easily missed thanks to the dim lighting.
