Special Pistol Aiming in ORC?

I remember in one of the walkthrough videos I watched for Resident Evil: Operation Raccoon City I saw the player pull out his pistol and instead of having a crosshair he was just aiming it around him radially which reminded me of how guns are shot in Resident evil 2, is there anyone who knows what this system is that can tell me how it works and how to do it?
