The Verdugos are at first unseen; their forms hidden under long red and black cloaks that bore Los Iluminados' insignia. Their faces, however, were seen to be clearly inhuman, having shimmering red eyes and large mandibles, and their hands having only two long, spindly fingers with one opposable thumb. Later, when one of them was sent to hunt down Leon S. Kennedy, it discarded its cloak to reveal a thin, insectoid body, covered in a black exoskeleton and having a long-segmented tail. As it tracked Leon, it would occasionally attack by thrusting its tail through the floor or ceiling grate. Its carapace is harder than steel,[1] allowing it to survive gunfire and explosions.

The Verdugos also seem to possess very high intelligence, both showing the capability of restraint and violence. The Verdugo is capable of sneaking and hiding before attacking its prey out of sight. It demonstrates the ability to not only walk upright, but swing its arms back and forth while running, a trait found only in human beings. Verdugo demonstrates the capacity to take orders and contains high levels of comprehension, as shown when Ramon Salazar instructed one to kill Leon Kennedy and ordered the other to take Ashley Graham to the ritual. Furthermore, if Leon strikes it with an ineffective attack, such as a knife slash, it will tauntingly waggle its finger before resuming its attack, demonstrating a complex level of emotion and personality.

A very good example can be seen when it grabs the knife in Salazar's hand, throwing it back at Leon not only with pinpoint accuracy, but also while using two fingers and with the blade aimed at Leon. The Verdugo does not appear to possess a thumb on either hand but is capable of using its third claw in a similar fashion. The Verdugos also seem to stand very patiently and uniformly during several appearances.

In the remake, only red-robed Verdugo who remained consistent with its original counterpart as the black-robed Verdugo, Pesanta, conflated with U-3 and therefore displayed some of features seen in the latter in addition of its own. Firstly, it could generate constructs out of Plaga-based biomass such as a bident which hardened to the point of as solid as steel and be dispelled at will and explosive darts. Said darts were extremely dangerous as they would release shrapnel that would grow into an entire Plaga upon detonation provided at least one managed to enter the target's body. The Plaga in question looked different both because it appeared to be worm-like and regurgitated by the host upon the black-robed Verdugo's death; but it is no less dangerous as it capable of inducing hallucinations under said Verdugo's command. Notably, through Ada's perspective, the black-robed Verdugo seemingly able to split into clones of itself which would disperse into black smoke upon being struck as effective distraction for landing a blow or taking evasive action. During its final battle against Ada, the black-robed Verdugo shed away its damaged outfit, exposing its torso which lacked exoskeleton unlike the black-robed Verdugo and centipede-like Plaga as tail not unlike original U-3's own. In this state, the black-robed Verdugo could extend three tentacles which whipped about as sort of cat-o'-nine-tails, its darts being deployed from its Plaga tail as proximity mines, and even deployed said tail for combat. Even like U-3's, the Plaga tail would survive its host's death and continue fighting, though in this case it detached itself from the black-robed Verdugo with its centipede-like traits became more pronounced; in contrast to the former whose Plaga seized total control over the host's body.
