Wesker's Report is a mockumentary that was produced by Capcom to provide some backstory for the events of the Resident Evil series, and was offered in various releases of Resident Evil CODE:Veronica X. The video is a compilation of clips from Resident Evil, Resident Evil 2, and Resident Evil 3: Nemesis. It is narrated and told by Albert Wesker, who is voiced by Richard Waugh.
In 2003, the report was revised and rewritten to include information from the remake and Resident Evil Zero, while correcting many of the initial mistakes in the report.
The report is completely canon, although some of its details were not clarified until later games.
My name is Albert Wesker.
I aspired to become a leading researcher at Umbrella Inc., A pharmaceutical enterprise who covertly conducts Bio Organic Weapons, better known as B.O.W., for development. But at the Research Center situated in Raccoon City, I met a brilliant and talented researcher who made me decide to take a different path - William Birkin.
In time, I shifted my position to S.T.A.R.S., a special forces unit of the Raccoon Police Department. Umbrella, for crisis management reasons of their illegal Bio Organic Weapons development, had many of its people working in the police department.
I became the leader of S.T.A.R.S. and conducted all sorts of intelligence activities for Umbrella. As I continued to serve, I devised my own plans and waited for the right moment to execute them.
Then at last, opportunity knocked.
- 1998 - July - 7.24
The freak murder incidents that had occurred in the forest near the mansion started it all. The mansion was Umbrella's secret B.O.W. laboratory and it was clear that the in development t-Virus was the cause of the murder.
Initially, Umbrella instructed me secretively to keep S.T.A.R.S. out of the case, but with the heightened emotions of the citizens, S.T.A.R.S. had no choice but to move in.
That was when my next order was given. Dispatch S.T.A.R.S. to the mansion, dispose of them, then report the situation to headquarters so that their combat with the B.O.W. could be used for data analysis, allowing Umbrella a comprehensive portrait of the B.O.W.s' combat abilities.
From the two S.T.A.R.S. teams, I first pitched in the Bravo Team. As expected, the top elite of S.T.A.R.S. gave all they had and became useful sample data. Then following, I geared up the Alpha Team to "search and rescue" the lost Bravo Team. The members of the Alpha Team also proved their worth and as expected, many died.
There were five survivors from the initial eleven S.T.A.R.S. members. From the Alpha Team were Chris Redfield; Jill Valentine, and Barry Burton. And from the Bravo Team were Rebecca Chambers and Enrico Marini.
It was time to begin executing my plans. In the midst of the whole affair, I could take Umbrella's ultimate Bio Organic Weapon, the Tyrant, and join forces with an opposing corporation of Umbrella. To buy into that opposing corporation, I would need the actual combat data of the Tyrant.
The surviving privileged members of S.T.A.R.S. were just the perfect bait. I decided to have one of them play the Judas and draw them to the Tyrant.
That Judas was Barry.
Barry was the strong truth and justice kind, and cherished his family more than anything. His type is easy to manipulate. I simply took that most important thing away from him. My only miscalculation was the high potential of Chris and Jill. But with the family man Barry playing the Judas, the scheme went as planned.
Then the winds turned unexpectedly.
I had to eliminate Enrico, who found out what was behind it all. I used Barry to get to him. After I successfully got rid of that nuisance, I awaited the sample specimen that Barry would bring to me in the Tyrant's room.
I injected the virus I obtained from Birkin in advance. If I made Umbrella believe I was dead, it made it far more convenient to sell myself to the opposing corporation. According to Birkin, the virus had profound effects. It would put my body in a state of temporary "death". It would then bring me back to life with super human powers. Therefore, I unleashed an awesome Tyrant from its slumber and let it attack me.
As my consciousness faded away, I was certain that the whole scheme would end in success.
Never did I imagine that S.T.A.R.S. could slay the evil creation. I lost the Tyrant and the plan I devised which cost me my humanity ended in failure. Now, anyone or anything that stood in my way would be terminated. It's been that way for a long time, and it always will be. At all costs, I had to make S.T.A.R.S. pay.
Two months had passed since the mansion incident. To regain everything that I had lost in my new organization, I joined hands with Ada Wong, a female agent who was also sent to spy on Umbrella.
I knew in my bones that the key developer was William Birkin, but what he didn't know was that Umbrella did not play games... with anyone. Eventually, Birkin would be assassinated, and the G-virus would be in the hands of Umbrella.
But the salvage team led by HUNK was ahead of us. By the time they got to Birkin, he'd already injected himself with the G-virus... he became his own creation, and decimated them.
Soon after, the T-virus carried by rats spread throughout Raccoon City, and Umbrella faced its worst scenario.
The good citizens became zombies, and the city had headed for its devastating fate. Humans were no match against zombies.
In the chaos, Umbrella Europe applied a new type B.O.W., called "Nemesis". The Nemesis would hunt down and destroy the surviving member of S.T.A.R.S., Jill. It became imperative that our organization would also obtain the Nemesis data.
To cover up the whole affair, Umbrella jettisoned a Tyrant to take care of Leon and Claire, who were trying to unveil their secrets.
Then, a new revelation: Birkin used to hide the findings of his studies in his daughter Sherry's pendant. It was very possible that the G-virus was there. While Umbrella was busy with their cover up, we had to capture Sherry before they did. I sent Ada undercover to seek the location of Sherry. I, the "dead man" on the other hand, had to work in the shadows.
A spy's obligation and priority is in the mission, to carry out the mission like a machine without any emotional interference.
But through her interaction and involvement with Leon S. Kennedy, there'd been an affection growing inside her.
My instincts sensed danger, something had to be done, quickly. My instincts did not disappoint me. Even though Ada almost had her hands on the G-virus, which Leon had acquired from Sherry, that affection of hers drove her to her death. But she was still of some use. I had to save her life. My people hurried to retrieve the G-virus that Leon threw away. But HUNK, the only survivor of Umbrella's salvage team, was there before us.
Our only option left was to bring back Birkin, the monster, as the sample specimen and have him finish off Leon and Claire in order to obtain his combat data. Although Birkin lost the battle to Leon and Claire, we succeeded in gathering samples of the G-virus from his dead body.
In the morning, the government bombed Raccoon City in an attempt to stop for the viral outbreak. This was, of course, their feigned reason.
Later, Claire left for Europe to find her lost brother Chris, and Leon joined forces with an underground anti-Umbrella organization.
Sherry is safe in our hands. I would never underestimate Birkin.

My name is Albert Wesker.
I originally aspired to become an executive as a researcher in the pharmaceutical company Umbrella, which also covertly dealt with the development of Bio Organic Weapons. However, an encounter with William Birkin at the executive training center in Raccoon City made me resolve to alter my course. This was because he stood out as a researcher.
Before long, I moved to the special operations unit S.T.A.R.S. of the Raccoon City police. Umbrella Pharmaceuticals sent many people to infiltrate the police as crisis management of their illegal biological weapons development. I used the title of S.T.A.R.S. Captain and conducted any intelligence activity for Umbrella.
I was considering a certain plan and waiting for the opportunity to carry it out.
Then, the opportunity finally came calling.
1998 JULY 7.24
The beginning was those bizarre murders frequently occurring in the forest of a certain mansion.
The mansion was an Umbrella bio-weapon laboratory and it was clear that the currently under development T-Virus was the cause of the murders. In order to secretly bring the incident under control, Umbrella ordered me not to allow S.T.A.R.S. to intervene, but, from the surge of civic emotions, they had to be mobilized.
And so the next order came.
"Lure S.T.A.R.S into the mansion and eliminate them. Then report the situation in detail and harness it as experiment data of the B.O.W.s during combat." The order was given to me.
Therefore, among the two teams in S.T.A.R.S. I first dispatched the Bravo Team. They boldly fought the enemy without regard to their lives and assisted in extracting experiment data.
I dispatched Alpha Team to search for the missing Bravo Team. The Alpha Team lot also fought daringly, dying one after another.
There were only five of the eleven S.T.A.R.S. members, Chris, Jill and Barry in the Alpha Team, and Rebecca and Enrico of the Bravo Team.
Then at last, the time had come to carry out my plan.
Under the cover of this chaos, I would steal Umbrella's ultimate Bio Organic Weapon, the Tyrant, and defect to a certain company in opposition with Umbrella.
I also needed the Tyrant's combat data in order to sell it to the opposing company.
Those five were perfect individuals with high capabilities to vent on the Tyrant.
I had a traitor for this plan. He would guide the five to the Tyrant.
His identity was Barry. The man had a strong sense of justice and cherished his family more than anyone else.
It's easy to manipulate this type. As you should simply take away the things the man cherishes.
Although I miscalculated that Chris and Jill hid potential beyond my anticipation, the plan went smoothly due to Barry's betrayal.
I had to dispose of Enrico who'd become aware of the truth. I disposed of the nuisance and awaited the arrival of the test subjects Barry would bring into the room where the Tyrant resided.
I injected the virus I received from Birkin beforehand. As this made it more convenient to sell myself to the opposing company by making people think I'd died. According to Birkin the effects of this virus were tremendous, and once in a state of suspended animation, it would revive me and I would acquire superhuman capabilities.
I released the Tyrant's seal and allowed it to attack me.
I was killed by the Tyrant and, in my waning consciousness, I was convinced of the plan's success.
But, indeed, the Tyrant was defeated at the hands of S.T.A.R.S.
I lost my greatest gift and the plan I devised that made me cast aside my humanity was ruined.
I will bury obstacles, no matter who they are. By any means, I will corner S.T.A.R.S. and annihilate them.
Two months passed since the Mansion Incident.
In order to redeem my battered evaluation in the new organization I'd joined, I decided to join forces with the female spy Ada, who was sent to infiltrate Umbrella by the same organization.
I was knew in my bones that the developer was Birkin.
Birkin had done something reckless. He knew no fear of Umbrella. The way things stood, Birkin would be killed and Umbrella would recover the G-Virus.
But Umbrella's recovery unit led by HUNK began to move ahead of my plan. Cornered, Birkin injected himself with the G-Virus, becoming a monster and annihilating the recovery unit.
After that, the spread of the T-Virus mediated by rodents soon struck Raccoon City, and Umbrella reached a worst-case scenario.
As the virus proliferated, the citizens became Zombies and the city was steadily destroyed.
Human strength was no match against Zombies.
Taking advantage of this chaos, Umbrella Europe deployed a new B.O.W. model, "Nemesis", to collect combat data and target S.T.A.R.S. survivor, Jill.
We also needed to start collecting Nemesis' data.
By contrast, Umbrella frantically tried to conceal the incident and deployed a Tyrant.
They planned to eliminate Leon and Claire, who were investigating the truth.
A new fact became clear.
In the old days, Birkin said he hid his research results in his daughter Sherry's pendant. The G-Virus was surely in her pendant as well. We would take advantage of Raccoon City's chaos and secure Sherry before Umbrella did. I sent Ada to infiltrate and look for Sherry. I, a dead man, had to maneuver completely in the shadows.
A spy should be a machine that carries out its duties faithfully and without emotion.
After cooperating with Leon, petty feelings were arising in Ada.
I had a bad feeling. I had to hurry. My feeling proved correct.
While cornering Leon, who'd received the G-Virus, Ada was swept away by her petty feelings and chose death itself. However, she still had some use.
I had to save her life there.
We dealt with recovering the pendant Leon threw away, but HUNK, the only survivor of Umbrella's recovery team, quickly retrieved the pendant.
We brought back Birkin, who'd become a monster, as a test subject. At that time, Birkin attacked Leon and Claire, and we had to ensure we didn't forget to take his combat data.
Although Birkin was killed by Leon and Claire in the end, we successfully recovered the G-Virus from his remaining corpse.
The next day, Raccoon City was bombed by the U.S. government pretending to prevent virus infection. After that, Claire went to Europe alone to look for her brother Chris, and Leon joined an underground anti-Umbrella organization.
And Sherry is in our hands now.
She's Birkin's daughter, there must still be something hidden in this girl.
